Stacy Carter Phillips was born 1912 in Fort Sill, Oklahoma. He has gone by his middle name ever since the second grade, where other children’s mockery grew too tormentous to bear. He has always felt as if he did not belong, a feeling compounded by his father’s Army career, moving from place to place frequently in his formative years. It is likely this underlying disassociation with others that led him to seek an identity in the theater, an interest which enabled him to develop certain skills necessary for clandestine work.
Phillips adapts his appearance to fit the demands of the role he undertakes. When undergoing Field Agent work he will spend some time familiarizing himself with the role, creating a persona which he eats, sleeps, lives, and breathes until the mission is over.
Carter was first noticed by Foundation agents for his uncanny ability to mimic others, a skillset which he was using to gain some popularity in comedic stage theater. In 1938 he was picked up by Field Agents and subjected to numerous tests, only to discover that he did not, in fact, have any supernatural or anomalous abilities whatsoever. In fact, much of his success was due to good acting and a very unique combination of flexible gelatin prosthetics and pig-skin masks, which he would adhere to his face for his act. On that day his eyes were open to the idea of the supernatural, and he has worked for the Foundation ever since.
